City transit officials have placed blame on the Topview sightseeing bus driver for causing the crash. New York City Transit President Richard Davey commented on the situation saying, "The driver seemed to have blown a red light and T-boned our bus" at East 23rd Street and First Avenue in Manhattan. The police department confirmed that the tour bus driver was issued a citation for running a red light. An investigation is currently underway regarding the details surrounding the accident.
